Notice is hereby given that a special meeting of council of the Village of South Russell is set for December 29, 2025 at 8:30 a.m. at Village Hall located at 5205 Chillicothe Road, South Russell, Ohio 44022 for the following purposes:  (1) to discuss and consider a levy for a possible bike/pedestrian trail in the Village; (2) to discuss and consider third-party reviewer services and a potential agreement for same for the Bell Road East Paving Project; (3) to consider, discuss, and authorize by motion a representative from the Village to read and execute on behalf of the Village the conflict of interest and ethics disclosure form for LPA/consultants for local federal-aid transportation projects for the Bell Road East Paving Project if council adopts the ordinance approving the short form of agreement between the Village and American Structurepoint, Inc. for third-party reviewer services for the Bell Road East Paving Project; (4) to consider and discuss third-party reviewer services statement of qualifications for the possible bike/pedestrian trail in the Village; (5) to discuss and consider the rate increase for Chagrin Valley Dispatch services to the Village for 2026 for fire only; (6) to consider, discuss, and/or vote on an ordinance approving the short form of agreement between the Village and American Structurepoint, Inc. for third-party reviewer services for the Bell Road East Paving Project, authorizing the Mayor to execute the Agreement on behalf of the Village and declaring an emergency; and (7) to consider, discuss, and/or vote on a resolution of no confidence and no trust in the Mayor of the Village and declaring an emergency.
