When to Report Door-to-Door Soliciting in South Russell
Under Chapter 830 of the South Russell Codified Ordinances, the Village enforces strict rules regarding door-to-door sales, peddling, and soliciting to protect residents’ privacy and security. Knowing these regulations helps you recognize when a solicitor is operating unlawfully and when it is appropriate to call the police.
- When the Solicitor Lacks a Village Permit
By law, any person peddling, vending, soliciting, or requesting contributions must obtain a permit from the Village and carry it with the official do-not-solicit list (Section 830.03). See example of a solicitor permit on this page.
- When to Report: If a visitor cannot or refuses to show a valid South Russell permit upon request. (Note: Traditional political/religious canvassing and minors under 18 are generally exempt from licensing fees under Section 830.08, but they still must follow hour and property rules.)
- When Solicitors Violate Permitted Hours
- The Rules: Under Section 830.11, all peddling, vending, soliciting, and canvassing are restricted exclusively to the hours between 9:00 a.m. and 7:30 p.m.
